That's something which was created by algorithms too, actually. Early Google search (actually even contemporary), social networks, all the services - their algorithm prioritized those who could game the algorithm and get ranked top. This also included 'quality content' producers, who were lucky enough to be working in major publications when Internet era started, or those who successfully navigated the algorithm. These accomplished in creating a momentum with their large networks, contacts, mailing lists, blogs. And that power continues.

To address that, algorithms must divide content into 2 different segments - one showing the highly ranked content, and one showing the less-followed, less-algorithm-savvy, upcoming content.
